All,
I have also noticed this minor problem and I was wondering if anyone has seen this or know what it is.
When turning on the Air (Or heater, it doesn't matter), The off position works. Bt position 1 and 2 doesn't seem to blowing much (If any) air out. And position 3 through 5 all work normally.
The knob is on tight, so I know it is not that.
Is this a problem with the blower (If that is what it is called), or something else?

This would probly be your blower resistor.
When it goes out your fans functions for 1-3 dont work.
This is commen, the replacement is much better then the stock resistor. They run about $25 , best to stick with Napa or the stealership.
Its located on the passenger side floor area.
Remove the kick panel by the console.
You will seem the blower motor, that needs removed to reach behind and unscrew the resistors plug.
Three screws holding the blower, two screws/bolts(think they are 7 or 5.5mm) holding the resistor in.
Its a stand on your head job with little to no room to work.
A 1/4" drive ratchet with a swivle reaches it best, but can be done without the swivle.
