98 ranger cant adjust temp

98 ranger 3.0. i cant adjust temp on heat or a/c it is either max air or very hot heat. i have replaced tempurature control dial assembly. that didnt work any suggestions please. for now i am using the roll down window method for adjusting the temp not very practicle. if i keep this up i will need a new window crank. please help.
