I have a few questions I can't find an answer to so maybe someone can enlighten me.
Why do racing/high performance cars let out fireball from the exhaust pipe when they downshilt?
Is this only for turbo charged cars? Can NA do this? Is there a certain horsepower minimun?

high exhaust temps and a lot of unburned fuel

depends which race car you're talking about, but many use anti-lag, which helps keep the turbo spooled when you chop throttle. dumps a lot of fuel in and retards the timing. Its not very good for the turbo though, or the manifold, or anything else.
