92 golf won't start!! help!!

heres the deal. the car was driving then it just turned off, engine and all. Now when i try to turn it on all that happens is the fuel pump comes on but nothing else. the lights and everything else come on but the starter doesnt make any noise. So im thinking it could be a relay or a wire thats gone bad but i dont know where to start. I dont know what relays are what. please help

Is it an automatic or a 5 speed? If it's a 5 speed you can easily get at the starter to try jumping it - Be careful it's not in gear when you do this. Could also be a seat belt interlock issue.
