Problem blowing fuzes using WS wiper mist function

The windsheild wiper fuze blows when I have the lights on and use the wiper mist function. I'm pretty sure that I have some sort of short in the multi-switch that controls the turn signal/wipers/cruise control, etc.

My mechanics solution >>>>>> replace the switch. The switch runs $250, but of course he'll charge me $400 for it plus an hour and a half labor to replace it.

Has anyone had any experience working on the steering column or even replacing these switches? It appears to be a straight forward part......I'm just wondering how hard it is to get to it to get it out and check the wiring harness.
