Air pump for MAF 97 jetta 2.0

how much should this thing pump..

1) should it just puff puff puff ?

2) steady flow ?

mine sort of puffs not much you can barely feel it come out the hose to the air box..

this is a CEL po411 failure 2nd air flow......
