Reggie Bush = the flash?

Is reggie bush the fastest person in the NFL with pads on and the ball in his hands. Last weekend he outran everybody including a safety #34 on his punt return and i remember seeing him in opreseason aginst the titans outrunning everybody around the corner including Pacman jones who was the fastest recruit in his draft class in the 40. So is he the fastest?
