Need more LIGHT

I have a 97 blazer 4 door in need of better lights. I was thinking about doing and HID conversion but my buddy just did the conversion and got hit hard with a ticket for having them. And my tires stick out enough as it is, so i dont want any extra un-needed beef with cops. Its 3" higher with 31's. I had a cheap set of yellow fog lights which got smashed offroading. But i liked the yellow, it really helped in snow. I really wanna get some lights thats are gonna KICK A$$.
I was thinking of putting 4 KC's on my roof rack but im not sure if it will look that good on a truck thats not really lifted that high------- What do you guys think about that idea?
Also i wanted to get something lower. I was looking at a brush gaurd with some lights, but i dont like the way they look. I was thinking about putting somthing behind the grill, But im affriad it will limit airflow to the rad. Right now i have the fogs on my plastic air dam, but when ever i go off roading then get ruined(they are cheap though).
So any ideas or comments are welcomed

why'd he get ticketed?? HID's are standard now on some automobiles... im not sure what the laws are in PA, but i've known people to get ticketed for using their KC's on streets in CO. personally, I like the KC's. Another co-worker that has a Blazer put them on his, with a luggage carrier, eventually will be lifted. I think it'll look good.

HE had the HID is a stock 2004 dodge neon housing. SO i guess there was alot of blinding other drivers. dont get me wrong id LOVE to have HID's but i herd to many bad things about putting them in the stock headlight. You have to get a projector or defeflector for them to work right, and i dont want to play around with that. The cops where i live in pa look for ANYTHING to pull people over. I got pulled over for my side exhaust. The cop tried to tell me it wont pass inspection there for my car is illeagel and he was gonna call a tow truck to pick up, The joke was on him because a day before i had the inspection done w/ the exhaust on.
Any way i know that if lights are on the roof they are for "Off road" only so they have to have covers on them when your on the streets. Thats fine with me considering i really need lights when im off road or on dark back roads.

Check out my Blazer it has a Kc light bar with four lights across the top. I like it a lot. No aloud to use on road but if you drive off road they made a wourld of differance. I try to find my pics of them during the day.
