95 Taurus whiper

How do you pull the whiper arms off. I tired pulling that tab out and then pulling the arm off but it wont come off. Am I missing a step?

Per the 1995 Ford Factory Service Manual:
4. Remove the windshield wiper pivot arm and windshield wiper blade (17528) by applying downward pressure on the windshield wiper pivot arm head, while holding the windshield wiper pivot arm.

5. Lift the windshield wiper pivot arm to the highest position and, using finger pressure only, grasp slide latch tab and slide latch out from under the windshield wiper pivot arm head.

6. Remove windshield wiper pivot arm and windshield wiper blade assembly.
