I get a code p0156 code which indicates an 02 sensor circuit malfunction
(bank 2 sensor 2)
can someone tell me what this means and the steps I need to find and correct this problem.

Welcome to the forum!
As a general rule of thumb, it is a good idea to provide the engine that is in your car when posting on this forum. In the case of your '99, it would either be the 12V Vulcan, 24V DOHC Duratech, or 32V V-8 SHO. However, for this particular code, knowing the engine is not that critical, but in the future, please include the engine details as well.
If you would like to private message me with your request and an e-mail address for you that can accept PDF attachments, I will send you the factory troubleshooting guide for that code. It will
be for the 1998 model year, but that should still cover your 1999.
