hexed by headlamps...

being that ive only owned my car for a few days, I drove it during the night for the first time yesterday and noticed a headlamp problem. When I turn the headlights on, the headlight bulb lights on one lamp and only the bright bulb lights on the left. When I turn the brights on, all 4 bulbs (headlamp bulbs and brights both side) light up which i think is normal. COuld this just be a wiring problem?
