98 Jetta Wipers won't work

My wipers quit working (in a rainstorm). They rise to the upright position, then freeze. I can hear the motor humming. I assume bad motor.
I got a junkyard motor and installed it. When I turned on the car after installation, the wipers pulled further down rather than rising as they should. I removed the wipers, started the car and turned on the wipers (with no arms/blades attached) to reset the motor to the resting position. But the motor did not move or respond in any way.
Fuse #5 was blown. I replaced it and removed the wipers again, hoping to reset the motor to its resting position. When I turned on the motor (with the wipers removed), the fuse instantly blew. It does not blow when the car is turned on, but only when I turn on the wiper motor. How can I fix this problem?

Um, my old motor was okay electrically. A plastic inner sproket was worn down. I replaced the plastic part and all of my problems are fixed. Sweet victory.
