It's actually called a TV cable as it controls not only detent downshifts, but line pressure modulator functions as well.

At the base of the carb, on the driver side of the car, you will see where the TV cable adjustment is - it's the "D" shaped tab:

Press the "D" shaped tab (where it says "Press Here") hard with your thumb and pull the cable back to the firewall as far as it will go (the plunger will be flush with the adjustment housing at the front), then release the "D" shaped tab, let go of the cable and then using a screwdriver, open the throttle as far as it will go. You should hear some clicks - it might even sound like a rattlesnake - but once you open the throttle, you can close it again and the cable is now adjusted.

This procedure is used on both the 2004R and 700R4 transmissions.

Yes, that's wrong. When you press the button down, the reaction of the cable will be to pull toward the carburetor. It needs to be pulled toward the firewall.

You press the button, then pull the cable back - WHILE THE THROTTLE IS CLOSED. Now, you open the throttle all the way at the carb to return the cable to its proper resting position within the adjuster.

If the cable is maladjusted, it could be death to your transmission - and a quick death at that.
