Would this do anything?

I am trying to find a cheap way to upgrade my head lights, I have limited funds and ran across this item.
I purchased a set of HALO xenon bulbs that where suposed to be 100/90 watts and they dont work right, but suposedly if I up grade the head light system they will put out 170/160 watts. The package states 4500k(so they should be better.
I dont know if this item(link would help) or if I should buy an HID system.

you better check state laws on headlights and stuff cause alot of lights are way to damn bright and you will get pulled over for it. i had 100 watt bulbs for a while and i got busted for them now i got silverstars paid 40 buck but they are 50 state legal and just as bright

I've checked, and i'm good up until 8500k.
Anything more and im pushing it. But my province has a law that states its ok up to 8500k.
The bulbs that i have in and the kit that the link is for would make the bulbs good for 4500k, well under the laws maxamuim.
