2000 F350 Spare tire problem

I can't get the spare tire crank to engage with the cable winch and I can't see in there to figure out why. The truck is clean and it probably isn't dirt or crud or rust. Someone told me that the drivers are prone to breaking. Does anyone have any suggestions?

I know there is a key that goes on the crank to let down the tire, without the key tire will not come down.
