2000 Jetta GL 2.0L AEG not starting

Cars been taking more cranks to start now that it has over 130,000mi. Mid day last week it wouldn't start; no sound just lights on dash flickering and an electrical buzzing noise as key is turned & held. So I figured the starter brushes finally gave out.
Checked battery and connections- OK at 12.8V
Pulled the starter & replaced the brush assembly and bench tested - OK solinoid engages starter motor! Installed starter back on car and I hear the solinoid click attempting to engage starter motor but there is no whirring or cranking... just the click as the solinoid is engaged but starter motor isn't cranking:banghead: . I tried using a remote starter and all I got was the solinoid sound - maybe I have a relay out or I've read that this can occur when the TCM=Transmission Control Module is at fault anyone know how to proceed????:screwy:
