help!! car won't crank

i have a 98 grand am se with a 2.4l auto. i tried to start my car and it will not crank. no clicking or nothing. the headlights come on and turn off when i tried to crank it. the battery voltage is 12.64 and i have power from battery to starter. it had cranked before but now i can't get it to start. i checked all fuses underhood and inside and all fuses are good. i am getting stumped. i have a recall on the ignition switch but the dealer told me that the recall wouldn't cause my car not to crank. can anyone help me??

If the connections are clean and tight, I'd say your starters toast!

well, i replaced the starter. it now turns over but it will not run. it is a 2.4l twin cam. the theft sys light is on. would that be the problem of not starting?? i tried the key on for at least 10 minutes, but it didnt do anything. how do i get rid of this theft sys??(hopefully permantly)

Sorry I didnt get back to ya sooner, I was out for a few days.
Try to start then leave the key in the "on" postion for 10 min.
Then repeat that 3X , the third time it should go out and start, that is if other things are working properly.
