I've got a 99 with manual heater with no heat, a 23 code from the bcm, pulled fuse 19 for 5 minutes, still the same. Also when it was hot and we were running the air the passenger floor was wet. my question is what do I have to take off the dash (and how without breaking) to get to the heater? thanks

Is it coolant or water on the passenger floor? If it is water, then it is most likely a clogged drain tube for the A/C. Getting access to the heater core can be involved, I recommend getting a repair manual. Repair manuals can provide detailed steps and have illustrations. If you don't wish to purchase one, try your local library for one.
Reasons for no heat
low coolant level
stuck closed heater valve (if so equipped)
clogged heater core
stuck closed blend door

Actually, I have a repair cd on this car, but it doesn't give any hint about how to get access to the heater blend door actuator. the code 23 is no blend door feedback. the moisture in the carpets is water, both in the front and also in the rear through the console. I've tried to blow out the drain from under the car, but no luck, so now I'm down to taking things apart. Just thought one of the members might have taken parts off to get to the heater unit.

If it is a dodge or chrysler....you will have to take off glovebox and radio & a/c conctrol panel....look for screws and plugs....I would suggest going on EBAY and purchasing an actual service manual for your make and model. the prices vary from $5 to $100 depending on how new the car is usually.....make sure it is an actual SERVICE MANUAL published by the make of your auto.....such as Chrysler! The service manual will have complete electrical diagrams, engine, exterior and interior diagrams....you will learn more about you auto than you ever wanted to know! I love the thing....and have saved $100 doing the work myself! Nothing hurts like paying someone $300 and finding out the part only cost $8! Also....if it is your blend door actuator good luck finding the part! You will have to go to a you-pull-it salvage yard.....but it will be worth it.....you'll find alot of hidden treasure there! I added a spoiler, replaced missing plugs, replaced cracked interior trim, stocked up on make/model specific screws (cuz Im always lossing one here and there).....for less than $40!
