1997 TJ wrangler clutch question

Hello, My daughter's '97 TJ has started giving problems getting it into gear. It shifts fine going down the road, but when you are stopped and say shift from 1st to reverse to back up, it will start grinding as if the clutch is not depressed fully. The clutch fluid level is fine. It also does it when going from neutral to 1st when stoped, but not as bad. Any suggestions? Thanks
