96 Camaro - Programming Keyless Entry Remote

I've tried to remove fuse 17; off,run,off,run,off,run; hold down lock/unlock for 16 seconds instructions, but after I hold it for 16 seconds the door locks won't cycle!!!:( I have an LED from the factory mounted on the dash...does this make a difference. :bloated:
