Reprogramming Keyless Entry Remotes

Can anyone tell me how to reprogram the keyless entry remotes. I have a 99 Cougar and I bought 2 remotes off of Ebay since the dealer didn't have either originals. Thanks in advance! :D

I'm surprised that there are no directions with them. Maybe you should call the manufacturer of the remotes and get the info from them.

Remote Transmitter Programming
Note:
A maximum of four keyless entry remote transmitters can be programmed to the central security module. Programming must be done at the same time for all the transmitters.
Note:
To enter programming mode, first verify that the battery is fully charged and the anti-theft system is not armed or triggered (if equipped).
1. Turn the ignition switch from the OFF to the ON position four times within three seconds to enter the learning mode.
2.Turn the ignition switch to the OFF position. The central security module will remain in the learning mode for 20 seconds indicated by the LED in the instrument panel being illuminated continuously.
3.Press any button on the remote transmitter being programmed. When the signal from the remote transmitter, is accepted by the central security module, the LED will flash.
4.To program additional transmitters, repeat step 3, with a 2 second delay after the LED flashes.
5.To exit the learning mode, turn the ignition switch to the ON position. If no transmitter signal is received by the central security module for 20 seconds, the system will automatically exit the learning mode.
6.Test all the programmed transmitters, by activating and deactivating the locking functions.

I tried the 3 second and 6 second (I got from the Mercury dealer) and neither worked. How do I know if the remotes are not the right ones?

These instructions will work on Mercury Cougar models, 98 +:
Cycle the ignition from OFF to RUN 4 times within 6 seconds. Turn the ignition to OFF. The LED in teh clock/trip computer will light up continuously to confirm programming mode. Press any button on 1st transmitter. The LED in the clcok will flash 4 times to confirm programming. Press any button on 2nd transmitter (up to 4 transmitters total possible). Turn ignition to OFF. The LED will turn off to indicate end of programming mode.
You will need FCC CWTWB1U322.
