99 Taurus Cruise Control not working?

I just bought a 99 Ford Taurus. It has CC but it doesn't work. When I press the 'on' button nothing happens, but when I hit the accell/set/resume buttons the green 'cruise' light flashes, but nothing activates. Any ideas?

Does the cruise indicator appear to be flashing out a numeric code, such as three quick flashes, a pause, 5 quick flashes? Such a sequence would indicate a code 35. If so, post with any such codes (may be more than one).
Just pressing the "on" button will not cause anything to happen, no light, etc. It will just activate the system so once you press "Set" at a speed above 35mph or so, it will attempt to maintain that speed if everything is working.
So, to set the cruise, the normal process would be to:
-Press "On."
-Get to desired speed above 35mph, press "Set."
-Take your foot off the throttle and let the cruise take over throttle control.
If it doesn't work, you're looking at probably either a faulty Vehicle Speed Sensor (VSS), brake switch, cruise module, or cable actuator/connection.
