Today I went out to start my 95 3.1 SE and it backfired. I tried again and now it immediately jumps to about 3000 rpm then idles down to 2000. I tried several times and it still jumps up. Is this something I can fix on my own with only a small amount of automotive knowledge or should I take it to a garage?

Welcome to AF.
The device that helps control the idle is the idle air controller (IAC) located on the throttle body. When it idles around 1500 rpms or higher it is either dirty or not functioning properly. The throttle body gets alot of soft carbon. You can remove the IAC and try cleaning it with carb or throttle body spray cleaner. Clean the spring loaded pintle and the seat where it mounts to the throttle body. Plus clean the inside of the throttle body.

Thank you, hopefully this weekend I can pop the hood and try these out before I send it to the shop. You never realize how rough life can be until your car gets sick. (I travel alot) :p

Since you admit to having limited automotive knowledge, heres a link to a picture of what bnaylor is describing. The black part is what you will see with the IAC installed on the vehicle, and the cone shaped part is what goes in the throttle body and gets carboned up. Hope this helps.
