Need help on how to build a buick 350 1968

i currently own a 1986 oldsmobile cutlass and i think well it was what i was told it was a 1968 buick 350 rocket motor in it with a hei in the front 4bbl completely stock and i was wandering how hard is it to get 400 horse out of on motor and still be completely streetable
