Is it hard to change out the underdrive pulley or is that somthing that I should take to a mechanic to do. All I have is a basic tool set and not much more.

Nope.
I mean as long as you know how to change a belt you can change the pulley. I think it's only held on with three our four bolts size 12mm or so(Don't quote me on those sizes, just a guess). So with a basic socket set you should be able to replace the pulley.

It is on a 98 and there is only one bolt on it. I heared that you need a puller to pull it off or somthing like that.

I dont know what engine you have, but on the 4g63 there is a bolt in the center and 4 on the outside. DO NOT take off that one in the center, it doesnt need to come off. After you take off the 4 use a pry bar or somethig and get the shit off. Its pretty easy.
