1994 lebaron 3.0

have 12 volts at battery 12 volts coming out of fuse box under hood at fuse box in car got 5 volts car has no electrical at all no lights no dash no nothing comletely dark tried new ignition switch (was guesing on that one). Used the battery ground under the hood and a metal support under the dash for ground. I unhooked the battery and did contunity from the ground cable to the engine and body of the car was good. battery was bought feb 05

Well, it's sounding like your battery is fine and you under-the-hood fuse box is fine...seems to be a problem between your under-the-hood box and your kick panel fuse box. Correct me if I'm wrong, but it should still be 12V coming through the kick panel. Might be some corrupted wiring or connections.
