Turn signals, little different issue

Noticed tonight left flasher blinking fast. Ok normally burnt bulb. Nope. Side and rear bulbs flash, but the front signal bulb is solid. It's not out. Do I assume it's this bulb and replace it?

there are 2 bulbs in the front of these vans. both are in the outer lamp housing but it is typically the bulb that is closest to the headlamp that goes out. it is a dual element bulb so it will remain solid if the parking lamps are on
