getting rid of rust without ruining paint?

I noticed a spot of rust on top of my paint on the bottom step thingie of my car, where the door bottom sits when its closed. Rust scares the hell out of me, but I'd rather not scrub it and the surrounding area off cus i just had to get my new bumper painted and...yea I don't wanna pay for new paint and have it sit in the shop for weeks again. Thanks for any responses

How long ago was it painted? Is the paint cured? This takes typically 4-6 weeks. If it hasn't been that long, then do nothing until the time has passed.

If the rust is on top of the paint film, then maybe some #00 steel wool or some polishing compound. If the rust is coming up from underneath the paint, then all you can do is swallow your pride - there's nothing you can do without removing the paint in that case.
