97 olds lss EGR code 4101

My check engine light is on and when I run a diagostic I get a code that says Low flow to EGR valve. I have replaced the tubes to the EGR valve and replaced the valve. Can any one tell me how to fix my problem? Could It be a bad replacement EGR valve?
