Dome light flashes

Hi all,
My neighbor has a Crown Victoria which I think is 1998 or so and not a PI.
Any time the headlights are on, the dome light is constantly flashing on and off at a rate about like a turn signal. Has anyone ever seen this happen?

Maybe a pinched wire in the steering column going to the multifunction switch (turn signal lever).
