My daughter has a 2003 Sunfire and we noticed the headlight bothe dims and highs on the driver side were dim so I replaced the bulbs-STILL dim. I am thinking there must be a poor ground in the circuit am I on the right track??

Check the wires going to it for frays or loose connections.

a bad ground is very possible, also a bad DRL relay can cause the headlights to do some weird things, you may check that too

where is the drl relay on a 2003 sunfire?
There is one gray block type plug behind when the headlamp assembly comes out. But under the hood with the other relays there is nothing.
And how can you test it? I am also going to look over the wire harness this weekend. I have to take the wheel and splash guard off to follow it.

I will look again but I did not see it listed on the cover. There is one item located behind the headlamp assembly that I thought may be it. It is a square gray block about 1 to 1.5 inches square and is fastened to the sheet metal with a plastic pop rivet. Although this may also NOT be it. The Haynes manual is no help either.
Thanks

I'm not sure where the relay is located but I'm pretty sure its looks like what you described, small gray block.

I have found out where the DRL relay is, is there a way to test it?
Like check continuity or anything? If they don't cost much I could just replace it to see if that is it but that might be throwing cash away. It would be the easy fix if it was the culprit
