tsp/ PCM

My 1997 eclipse gst wont go into closed loop. And the tsp takes about 15-30 seconds to realize the pedel has been moved. Any clue why? A friend at a auto shop said his computer was telling him, my comp keeps bouncing off both of the o2 sensors and wont read the info.:disappoin Plus theres a screeching sound when you start it up, but only for a few seconds.
