92 Bonneville - Strange electrical/mech problems

Very Strange - I have a 1992 Pontiac Bonneville SE 3800 motor, all power, etc...Came home for lunch today and turned off as normal. Went to leave and when I turned on the key and went to turn it over, nothing happens, no click no turnover, etc. The dash lights come on, the windows work, the radio works..The following things act like they are frozen when the power is hooked up 1) The brakes are rock hard 2) The shifter thumb button will not budge - not allowing to shift into even neutral. 3) Steering wheel will not budge...When you remove connection to the battery everything eases up, with the key on you can even shift to neutral. Hook power back up and it is all "frozen" again. Plenty of juice. I'm stumped....PLEASE HELP!!!
