Traction Control Issues

I have a 95 thunderbird 4.6L with traction control. Last winter I realized that I can't turn off the traction control. As many owners of the same car have realized, this trac. control system is terrible---you will actually find yourself stuck because your brakes are locked in low traction conditions. The more gas you give it, the more it locks up the brakes and you go NOWHERE!!---I have looked like an idiot a couple times at stop lights when it is icy out. My problem is that althought I have a traction control 'off' button, it does not turn it off. The 'off' light still works and lights up at start up like all the other warning lights, so the bulb works. I have a Chilton for this car, but it doesn't even mention Trac. Control. My first inclination is to find the dash switch at a pick-a-part and start there before moving onto the trac. control box behind the fender. I just really want to get this figured out before winter, with out paying a stealership to figure it out. Anyone else have this problem before? Thank you for any insight/similar stories.
