HELP! 97 Tahoe: No turn signals, brake or hazard lights

I was towing a trailer home last night when I realized I had no turn, brake or flasher lights. I checked the fuse box in the engine. It shows a 50 amp large fuse on the bottom right, but there's no fuse there. It also shows that there should be a brake light / flasher relay, but that's not there eitehr.
The weird thing is that although there are slot for them, it doesn't look like there was ever a 50 amp fuse or a relay for those slots. They don't have the metal connectors that the amp or fuse would jack into if they were there. Any ideas what to look for next? Tailights do work!

There is a covered fuse panel in the interior front, opposite of the driver side door. I would check the onwers manual first for location of the fuses. In my 1997 manual it say Taillight is #9 and Turn signals #16.
As I recall there are a few spare fuses in there.
Better get a ohm meter on the tailer wiring before replacing fuses.
