92 Chevy 3500 diesel brakes

I am working on the brakes of a 92 3500 6.5 2wd. When we bled the brakes we weren't getting good pedal. We noticed either fluid or air coming out of the power steering pump when we pumped the brakes. I can't afford to keep trouble shooting with new parts can anyone help me?
