Brake Troubles

I have a 1996 Passat TDI.

When I apply my brakes, the first time it works normally. If I reapply the brakes a second later, the brake pedal is so hard, it looks like no power brakes. It also doesn't slow down.


Any suggestions about what the problem could be?
