99 taurus head lights stick on and no parking lights

I have a 1999 tauras SE 3.0 one of the door latches where sticking so someone pulled out the dome light before I had the car, but now after you turn over the car the head lights stay on until you disconnect the battery, if you don't turn over the car the head lights turn off but the hole time I have no parking lights and no dash lights, the fuses are all good I replaced the head light switch, I looked all over and I don't think it has daytime running lights and I really don't think its the multifunction switch (they are very hard to find for a 1999) before this started to happen the dash lights would take 5-10 sec to turn on after you turned to switch
any ideas would really help

How long have you had this car?

I have had this car about 4yrs and a NSP owned the car before that but its not a fleet car there is about 150,00 on the car and I had a new transmission put in it last year, its a great car I just need to get the parking lights working, a long time ago I remember someone telling me if the door latch sticks and you just pull out the light bulb for the dome light it over heats some computer over time and will mess up all your lights, I don't know if its true or not

ok now I found out there is no power going to the fuse for the parking lights and I don't have a clue why so I spliced in to a wire that had power when you turn on the head lights behind the head light switch and put it on the output side of the parking light fuse and used a fuse that was bad to hold it in place

Get a wiring diagram for your car. Use a meter and physically check all the wiring and components for the lighting.
