Sounds like an idler pulley seized up. You may be better off going to the parts store and figuring out if its the ribbed one or not. The SC belt is not 93.5 inches, I think the number for a stock sc belt is 4060660 by gatorback. Both parts totalled around 60 dollars, if my memory serves me correctly. Easily doable with a 15mm socket, ratchet and 20 minutes.
As always, correct me if i'm wrong.

I agree he'd be better off saving some money and DIY the job.
The serpentine drive belt length is 93.5". The SC belt with a stock SC pulley is 66.0".

The pulley below the S/C could be the S/C belt tensioner pulley, or the S/C belt idler pulley, depending on if it's toward the center of the engine, or toward the front of the car.
Goodyear S/C belt idler/tensioner pulley numbers are as follows:
smooth -49007
grooved-49003

The part that normally goes bad on the SC drive system is the tensioner pulley. There are times it goes to pieces. The pulley size is 3" stock.
For a 2000 GTP the GM Part number is 12564506, GM List $83.74. Expensive.
As Rich pointed out you can get a GoodYear aftermarket and there are other companies.
The best place to get tensioner pulleys for a GTP is ZZPerformance.
