I want to start a new project with my dodge neon 97, so I would like to know which is the best turbo for; I heard that the engine is not very strong???

I have a manual SOHC runs good, but for a project like this it has to be rebuilt and I can spend around $1500 to $2000

You are not going to get much for that.
Transplant a 2.4l into it from a Stratus (4-door), try go use the same year.
You can do a Internet search for the parts you need and how to do it.
Without any further mods (besides computer) you should see about 175hp at 6000 rpm vs the 132 at 6000 you have now.
If you need more power, the 2.4l has more potential for less money than the 2.0, I'm sure I'll hear from you guys about why I'm wrong, but that's OK. There is more than one way to spend $1500-$2000 in one day.

Depends on your goal.
If you want a couple of DIY things to spend your money on, you can put in a cold air kit 3-5hp (up to $250), change out the stock muffler for a low restriction one 3-5hp(up to $200) and change the computer to MP or AF/X 5-7hp (up to $350). That gets you into the 145-150hp range.
You could go turbo for $4000-$4500 if you do all the work yourself (a lot more if you don't).
To get the most out of the Turbo system, you will need to change out the pistons to lower the compression, although you can use the stock setup, boost would be limited to about 6psi. That should get you into the 170-175hp range... but wait...so would a transplanted 2.4 for a lot less money. Then you could Turbo the 2.4 if your wallet will allow.
For $1500-$2000 you could get a overhauled replacement 2.0 Sohc.
I've seen 165HP Sohc performance crate engines for around $2500-$3000.
I can tell you how not to spend your money if you want to go fast.
Don't put 16" or larger wheels on your Neon, this will slow you down almost as much as dragging the brakes. If you are looking for the best possible handling, then get a set of 15x7 lightweight wheels. If your budget is short on cash, you can look for factory "take off" wheels at your local tire store. They will usually sell them for about $50 each. You can use wheels from any 4-door Stratus, PT Cruizer or Neon (5 lug). These wheels are usually only 6" wide but they do the job just fine. There is nothing wrong will using the Stock Neon 14" wheels is they are the Aluminum ones. You can easily pull .85G's on 14" wheels. That is more than most modified cars ever acheive.

Thats about how much you would spend on just rebuilding the engine for the turbo build. Then count on another $3000 on the Hahn Racecraft Turbo Kit.
If all you are wanting to spend is $2000 max, then you could do the 2.4 swap as mentioned and come out pretty nice. HERE (http://neon-owners.org/neon/tech/howto_files/24DOHC_conversion.html) is what is doing the 2.4 swap entails.
If you are not wanting to swap engines, then I'd suggest this route:
CAI - $170 for a used Iceman (now discontinued)
DOHC Muffler - $20 from junkyard
Mopar PCM - $150 used or $220 new
Pacesetter Header - $130 new
ATX TB - $50 (from junkyard or eBay)
UDP - $40 (ones from ebay works fine)
That could get you started and your only in about $560. If you need help finding parts let me know.

yes I can count with $3000 more .I was thinking about gt3571 garret which is about $2500 it makes fromm 250 to 400 hp the Hann only can make 8 to 15 lbs of boot

The Hahn Stage 2 kit puts out from 250-275 HP and you can always go bigger. Sounds like to me, you have a bit more researching to do. Turbo'ing a car isn't as easy as just slapping it on there. You have to read and reseasrch like crazy.
