94 PA chirping from steering column

I just bought a 1994 Park Ave yesterday. My first Buick. Great car but there is a chirping sound coming form the steering column. It happens pretty consistently regardless of the condition of the road. When I turn the wheel, it feels like the power steering is pulsing or pumping into operation. For 2 seconds it feels fine, then loose, then fine, then loose until my turn is complete, with the steering wheel jumping slightly during the turn, making me think I need to compensate. (But I think the car is actually following the turn correctly).
Any Ideas?

Could be a belt slipping or a power steering pump going bad! I had to replace my PS pump recently, some of the same symptoms. By the way, welcome to AF!

Actually it seems to be coming from the door hindge or the fender.
I will replace the fluid in the PS pump and see if the steering gets any better. But I no longer think the sqeek is related.
