Welcome to AF.
On Passlock VATS systems the key lock cylinder is the transponder device that sends the right signal to the theft deterrent system so the vehicle will start. So the lock cylinder is a possibility.

This is a "Dumb Guy" question, but wouldn't a '96 have a PASSKey system, not a PassLock?

There is no dumb question. As you already know if it is a Passkey I/II it will have the resistor pellet on the key. However, I believe the '96 Buick Syklark models have Passlock I, therefore no resistor pellet.
Also, this problem may be the IP cluster since a module for Passlock is located there.
