92 jetta rotor cap clips

hey guys,
I have a 92 jetta five speed 1.8L.
I don't drive it much so the problem that I have is that everything rusts. I've noticed that the two clips that hold on the rotor cap are nearly rotted through. but I need to replace the cap, rotor and wires. They have not been changed in 100K+ miles and really need be changend as my car has trouble starting when it rains out.
Does anybody know if the dealer can provide just the clips? Someone was telling me that they are part of an entire assembly that costs $200.

Try a salvage yard if the dealer won't sell the clips.
