93 Tercel 5SP - Post engine swap timing check ?

Just swapped out my daughter 93 Tercel 5 Spped engine and it's sluggish in 1st & 2nd gear.....
I have a borrowed timing light, however, I need guidance on reading the actual timing and adjustment procedures. :banghead:
The Hayes manual seems a little shy in this area. Other than that it has been a blessing...best 20 bucks I've ever spent.:grinyes:

Part way there guys:
Figured out how to use it..........I'm sitting at 15 degrees.
Now to figure out if that is correct and/or how to adjust it if nec.
PS: this whole engine swap has been a great experience....I did the head gasket for her two years ago....prior to that my impression of anything mechanical was changing the oil :wink:
