Gas Pedal Stuck

My mom just got an early 90's Celica 5 speed. Her gas pedal is really loose for probably the first half inch when you push it down. I really don't know how to explain it, but sometimes you have to use a little force to get it past that point where it sticks. By the time you do that, you end up jerking the crap out of the car or killing it. I was just wondering if it was possibly a common problem and how to fix it. WD40 didn't work. It almost feels like the spring is catching on something. I know that's a really rough explanation, but like I said, it's hard to explain. Sorry/thanks

Kinked or poorly routed cable.
Lack of lubrication for the cable. WD-40 is not a good lubricant.
Parts the cable hooks to are hanging up. Make sure the throttle plate is not sticking.

the problem I had with my throttle cable on my old celica was that it was braking, the winds were snapping and getting caught, with incidently when it did break made it go full throttle, I'd put a new cable in the car just to be safe
