Focus Safety Defect Warranty Problem

A friend has a Zetec Focus with a wiring defect similar to that covered by recall 02V288000.

Ford refuses to pay for correcting this defect because this Focus is an early '02 and the recall only covers 2000 and '01 models. I checked the NHTSA website and a number of others have filed this same complaint. Also a ODI resume dated July 31, 02 mentions to cover the '02 model will increase the number of vehicles recalled from ~291,854 to ~690,045 so it is a NoBrainer why Ford does not want to cover '02.
