cant get it started

I looked through the eighty-eighty forums couldn't find anything to help.
Any way i have an 89 olds 88 royale it used to run last fall. It sat till spring. Spring came and it wouldn't start did the usual checks ignitions fine fuel pressure was non existant so i changed the fuel pump relay. No luck, fuel pump and filter. Still no luck can't here the fuel pump at all still no pressure at the fuel rail. Don't know if the new fuel pump was bad or if it is a different proplem. i also replaced the pres. reg. and oil pres./fuel pump cut out switch since they are the same thing.
Please help me. Any ideas would be greatly apprieciated right now I am clueless.

Welcome to AF!
First, does it jump? How old is the battery? Is the check engine soon light on when the key is in the "on" position? Was the car started on occasion while it sat? Has the fuel filter been replaced recently?
As for the fuel pump, I think there is a fuse for it too...

brand new battery, yes ces light comes on no codes yes was started over winter replaced fuel pump and filter checked fuses replaced relay no fuel pres.

When you first turn the key to the on position do you hear the fuel pump run for a short time?

You need to get under the car ( safely) and check for 12v and ground to the pump in at least the prime cycle, if no 12v see if you have power in and out of the relay on key turn on. Wiring diagrams and color codes for the relay circuit can be found at autozone.com/repairinfo.
