Brake lights only wrk when lights off

My nephew has a 94 formula the brake lights only work when lights are off. He says when the lights are on the tail lights are on but no brake, then when shuts off lights bam works. Hes checked all the obvious fuses, bulbs, all that but does anyone have any ideas?????
