EGR valve questions 1989 Ranger 2.3L Code 33

I'm getting a code of 33. From the code book, that's either
EGV valve not seated (1983 through 1989 19L, cfi, 2.3L OHC)
or
EGR valve not opening, or opening not detected (1985 though 1990 PFE and Sonic)
So, i'm not sure when the egr valve should open. I checked the vacuum tube going to it, and it does not have vacuum, even when I goose the motor or let it run higher rpm for a bit.
Anyone know how to test it and find out if it's the egr valve, or sensor, or relay?

You can always apply an external vacuum (Mitivac hand pump?) to the EGR control while engine is idling ... should stall it out. The EGR is never normally applied during low engine loads.
Chances are the EGR valve is OKay.
That leaves the control solenoid and the sensor. Yes, there are tests that you can probably find at Autozone.com. under the maintenance section. For me the tests are too much trouble ... I would bet on the sensor or the sensor hoses.
