93 buick centry adjust high/low beam cable

:banghead: The high/low beam will only adjust when the stearing wheel is all the way up or down. When I tried to get the car inspected, they told me all I had to do was adjust the cable. So now I have the panels off and found the connector (I think) but can't figure out how to adjust it.
Any infor would help.
